This is weird. Trying to transfer a domain name from an enom account TO an enom account, why wont they let me?

I get an email that says "cancelled - registrant to registrant transfer only allowed into Retail accounts" what gives them the right to restrict this? That's not right at all.

All I want is to have the domain under our corporate account instead of the other account its in. (different part of company)

Also, how do I get my money back for the failed transfer? I don't think the company should need to pay because of this.
